Tara L. Nolan

Tara L. Nolan, Senior Vice President, is an economic and management consultant with 20 years of experience in the energy industry. Ms. Nolan extensive experience negotiating power purchase agreements. In addition she has worked on various resource planning initiatives involving assessment of generation alternatives and impact on greenhouse gas policies and renewable portfolio standards. In addition, she has worked on projects related to the development and assessment of offers into the ISO-NE market. Ms. Nolan has worked on all aspects of generation divestiture and acquisition transactions for both fossil and nuclear assets as well as portfolios of power purchase agreements, including strategic options review, asset valuation, regulatory review, and drafting and negotiating transaction documents. She has worked on the development team for independent power projects identifying and valuing opportunities. Ms. Nolan has been extensively involved in negotiating and providing litigation support related to power purchase agreements and tolling contracts as well as contract disputes related to gas supply agreements, for both pipelines and power projects. Ms. Nolan has substantial experience in developing, marketing and completing competitive processes for the procurement of gas supply and electricity, as well as negotiations for gas supply and pipeline transportation agreements. Additionally, Ms. Nolan has been active in rate cases and other regulatory proceedings at both the state and federal levels. Ms. Nolan has served as Senior Engagement Manager for Navigant Consulting, Inc. and Vice President of New England Energy Exchange and is a graduate of Wheaton College. Ms. Nolan is the President of the New England Chapter of US Association of Energy Economics and a member of the Energy Bar Association.
