John D. Stewart
has over 30 years of experience on utility finance, ratemaking and regulatory policy issues at the New York State Public Service Commission. He has testified as an expert witness and presented analyses directly to the Commission on a range of topics including rate of return, capital structure, financial integrity/cash flow adequacy, mergers and acquisitions, generation divestiture, prudence standards, revenue decoupling, demand side management, and renewable resources. Most recently, while serving as the Managing Director of the Commission’s Offices of Accounting & Finance, Regulatory Economics, Energy Efficiency and the Environment, and Electric Gas & Water, Mr. Stewart was a senior technical and policy advisor to the Commission. He has an M.B.A. in Corporate Finance from the State University of New York at Albany and a B.S. in Business Management from St. John Fisher College. |
