John Dalton, Executive Advisor,
combines a strong understanding of wholesale power market fundamentals with a
broad economic and energy policy background. He has advised numerous clients on
wholesale market opportunities and risks. John has considerable experience with
the review of electric utility resource plans and resource planning methods,
including critiquing and providing testimony on the appropriate resource
planning methods. John has developed and overseen the development of numerous
market price forecasts across North America. These price forecasts have been
used to support generation project development efforts, project financings,
regulatory policies, and power procurement efforts. He has testified in a number
of proceedings across North America on issues ranging from the need for new
electric generating facilities, electric utilities’ competitive procurement
practices, wholesale electricity market prices, transmission pricing policy, and
the likely competitiveness of wholesale power markets. Prior to serving as a
consultant, John served as an economist with the Massachusetts Energy Facilities
Siting Council where he reviewed electric utility demand forecasts and supply
plans and applications for the construction of new energy facilities. Prior to
this he served as an economist with the Massachusetts Department of
Environmental Protection where he assisted with the costing of emission control
initiatives that were targeted at electric utilities and major industrial
facilities. John served on the Board of the New England Cogeneration
Association. John has a B.A. in Economics from Brown University and an M.B.A.
from Boston University.
