Edwin Norse, Executive Advisor, worked as Special Master for the Vermont Public Service Board, from June of 1999 until July of 2003, overseeing the probation of Citizens Utilities in Docket #5841/5859. This included oversight of a complete inventorying of the Citizens Utilities Vermont Assets, a large part of which were transmission, and identification of issues that related to FERC or POOL transmission, versus others internal to its jurisdictional system. He has over thirty years experience working with utility engineers, and accountants, and has been CFO of a NYSE listed electric utility and Assistant General Manager of a municipal utility. He is also familiar with all aspects of regulation, and has acted as an expert witness in these matters on numerous occasions.
